Eligibility Details
Eligible Candidates: Officers of the Central Government, State Governments, Union Territories, Autonomous or Statutory Organisations, Public Sector Undertakings, Universities or recognised Research Institutions.
Criteria:
- (a) Holding analogous post on a regular basis in the parent cadre or department; OR
- (ii) With two years service rendered after appointment to the post on a regular basis in Level 13A (Rs. 131100-216600) or equivalent; OR
- (iii) With three years service rendered after appointment to the post on a regular basis in Level 13 (Rs. 123100-215900) or equivalent.
- (b) Essential Qualifications & Experience:
- Doctorate degree in Natural or Agricultural Sciences or Masters degree in Engineering or Technology or Medicine from a recognised University or Institute.
- Fifteen years' experience in research and development in industrial and academic institutions or science and technology organisations or scientific activities and services, out of which seven years in administration, planning, development of organisation and coordination of science and technology programme.
- Experience of evolving, managing and directing science and technology programme.
- Published research work in journals of repute.
- Desirable Qualifications:
- Doctorate degree in Engineering or Technology or Medicine from a recognised University or Institute or Post Doctorate research in Natural or Agricultural Sciences from a recognised University or Research Institute as evidenced by certification and publication of research work in journals of repute.
Note 1: Period spent on acquiring essential qualifications shall not count towards experience. However, period spent on post-doctorate research (max 2 years) shall be counted as experience.
Note 2: Period of deputation shall ordinarily not exceed five years.
Application Details
Application Process: Two-step mandatory process:
- Step-I: Filling up of online application form
- Eligible candidates must apply Online on the Department's portal: https://recruitment.dst.gov.in/ using a valid email ID.
- The online portal will be available for 45 days from the date of publication of the advertisement in Employment News / Rozgar Samachar.
- Upload relevant certificates/documents (educational qualifications, experience, Date of Birth/Disability, Community/Caste etc.). Illegible/incorrect certificates may lead to rejection.
- Experience/employment certificates must clearly indicate the date of joining, date of relieving, and post held, including pay level.
- Foreign University/Institution certificates must be certified by AIU, New Delhi, or by the relevant professional council if AIU does not entertain them.
- Step-II: Submission of hard copy of application through proper channel
- Take out a printout of the computer-generated application, duly signed by the candidate.
- Forward the hard copy through the proper channel to: Under Secretary (Establishment-III), Department of Science and Technology, Technology Bhavan, New Mehrauli Road, New Delhi-110016 by Registered Post or Speed Post.
- The hard copy must be submitted within 30 days from the closure of the online portal (45 days for remote areas as specified).
- Along with the application, attested copies of ACRs/APARs for the last five years, duly attested by an officer not below the rank of Under Secretary to the Govt. of India (or equivalent), and a summary sheet of gradings are mandatory.
- If the applicant's current organization does not have ACR/APAR system, work profiles and gradings for the last five years, certified by the Head of Organisation/Institute, must be submitted.

Important Conditions
- Canvassing in any form will result in disqualification.
- Selected candidates are liable to be posted anywhere in India.
- Terms and conditions of appointment will be as per guidelines issued by Department of Personnel & Training.
- Candidates will not be allowed to withdraw their candidature subsequently.
- Advance copies of applications will not be entertained.
- In case of discrepancies between Hindi and English versions, the English version will prevail.
Mode of Selection
The Department may restrict the number of candidates called for interview based on a shortlisting process, which may include desirable qualifications and experience. Mere possession of essential qualifications does not entitle candidates to be called for interview.
