    Duties and Responsibilities Highlights:

    • Supervise engagement and discharge of seamen, Navigational Officers, and Marine Engineers on Merchant Navy vessels.
    • Issue Continuous Discharge Certificates (CDC) as per M. S. (CDC) Rules.
    • Conduct death enquiries on board ships.
    • Registration of indentures of Cadets engaged by Shipping Companies.
    • Issuing of Inward/Outward Clearance to ships calling at the port.
    • Act as Welfare Officer, referring seamen for free medical treatment under welfare schemes.
    • Visit ships for inspection to ensure congenial living conditions for seamen.

    Eligibility Details

    Candidates must meet the following criteria for appointment by Transfer on Deputation:

    Experience & Eligibility:

    The candidate must satisfy one of the following conditions:

    • (i) Holding analogous post on regular basis; OR
    • (ii) With five year's regular service in posts on the scale of Rs 2200-4000/- or equivalent (As per 7th CPC Level 10); OR
    • (iii) With 7/8 year's regular service in posts corresponding to Rs. 2375-3500/2000-3500/- or equivalent (As per 7th CPC Level 7).

    AND Possessing the following educational qualification and experience:

    • (i) Degree from a recognized University or institute; AND
    • (ii) 7 years' experience in a supervisory capacity in administration and establishment matters.

    Age Limit: The maximum age limit for appointment by deputation shall not exceed fifty-six years as on the closing date of receipt of applications (Note 4, Annexure-I).

    Note on Departmental Officers: Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration on deputation.

    Required Documents to be sent with application:

    • Application in prescribed format (Annexure-II) duly filled in and countersigned with seal by the Cadre Controlling/Head of Department.
    • Attested copies of APAR/ACRs for the last 05 (five) years, attested by an officer not below the rank of Under Secretary to the Government of India.
    • Integrity Certificate.
    • Vigilance Clearance Certificate.
    • Statement of major or minor penalties, if any, imposed during the last 10 years, and a certificate that no disciplinary proceedings are contemplated/ pending.
    • A certificate confirming that particulars furnished have been verified and found correct as per service records.

    Important Conditions

    • Incomplete applications or those received after the last date will be summarily rejected.
    • If any candidate fails to join or withdraws nomination after finalization, they will be debarred for five (05) years for further deputation to this office.
    • The period of deputation in another ex-cadre post held immediately preceding this appointment shall ordinarily not exceed three years (Note 3).
